Proposed policy reform regarding sober living and group homes to be considered Aug. 23

council

As the result of town hall meetings on May 12 and August 3 and a roundtable meeting co-chaired by Senator Patricia Bates and Mayor Wendy Bucknum, the City Council will consider an immediate policy reform that would require sober living and recovery homes to register with the City as a part of ongoing efforts to ensure compliance.

The August 23 meeting starts at 6 pm in the Council Chamber at 200 Civic Center.

The immediate policy reform proposal is one of many ideas under consideration, with stakeholder input from other regional leaders and neighboring cities studying long-term policy solutions which could mitigate impacts of sober living and recovery homes noted in recent testimony from residents at the town halls.

In addition, Council members will also consider directing the City's Public Works Department to pursue grant funding opportunities through the Highway Safety Improvement Program. This funding could be used to help facilitate arterial roadway safety improvements.

During the presentation portion of the meeting, the Friends of the Library will accept a $5,000 donation from AvalonBay Communities to support assistive technology for library patrons with low vision, and the Transportation Corridor Agencies will give an update on recent projects.

Council meetings are streamed live on the City's website and air on Cox Channel 30 and AT&T U-Verse Channel 99. Residents are encouraged to sign up for the City's eNewsletter and follow the City's official social media sites for the most accurate, up-to-date information.

The second paragraph is misleading: The August 23 meeting starts at 6 pm in the Council Chamber at 200 Civic Center.

As this Council continues to operate at the edges of the law, there is a New Business item scheduled to be heard prior to the 5:00 Closed Session portion of the Agenda.

After a "public discussion", the council will then go into Closed Session to discuss price and terms. After Closed Session is the General Business portion of the agenda, no earlier than 6:00pm, and the Council will probably approve the item as Old Business, Item #22.

Please delete my post - sorry - I misread the agenda.

But please correct the time frame - as the general meeting begins at 5:00, under New Business. Thank you

To bring clarity to my above comments - after it was posted, the City amended the agenda and removed New Business Item #1 along with CS1.

Did the Council try to do another end-run against public participation?

As you will see, the Council was again putting a general business item ahead of the 5:00 Closed Session portion of the meeting. The 5:00 start time for the New Business portion of the meeting was in direct conflict of the press release stating that the general meeting began at 6:00.

Here is a portion of the original agenda:

NEW BUSINESS

1. Consideration of Unsolicited Offer to Ground Lease Real Property at 25310 Marguerite Parkway (Michaels); Request for Direction

Recommended Action: Advise staff as to responding to real property offer at 25310 Marguerite Parkway (Michaels).

CLOSED SESSION

CS1. Conference with Real Property Negotiators- Property: 25310 Marguerite Parkway (Michaels Building); Agency Negotiators: Dennis Wilberg, William Curley, Keith Rattay, and Elaine Lister. Negotiating Party: Jan Kronick-Gath. Under Negotiation: Instruction on Price and Terms of Ground Lease Offer from Ms. Kronick-Gath

CS2. Conference with Legal Counsel: Existing Litigation Paragraph (1) of Subdivision (d) of Section 54956.9. Schlesinger v. City of Mission Viejo: 30-2022-01253878-CU-WM-CJC

CS3. Public Employee Performance Evaluation of the Incumbent for the Position of City Manager Pursuant to Government Code Sections 54957 and 54957.6
