City closing out fiscal year with $5 million General Fund net operating surplus

Due to proactive fiscal responsibility - especially during the pandemic - the City of Mission Viejo is closing out fiscal year 21/22 with a $5 million net operating surplus in its General Fund.  

The budget closeout, which will be discussed by the City Council on September 27, includes General Fund actual operating revenues that exceeded budgeted estimates by $2.8 million as well as $4.5 million in General Fund actual operating expenditures that were less than budgeted appropriations. The City's General Fund Reserves are $36.8 million and 52.5% of fiscal year 21/22 General Fund revenue.  

In addition to robust City coffers, the Council will consider the third phase of the Affordable Housing Agreement between the Mission Viejo Housing Authority and Families Forward to provide additional assistance for income-qualified people and families that are homeless or are at risk of becoming homeless.  

The Council will begin the meeting with a proclamation recognizing the 25th anniversary of the Mission Viejo Library and a presentation by Mike Beekman of the Capistrano Unified School District about what the district is doing to keep schools safe.   

The business portion of the Council meeting begins at 6 pm in the Council Chamber. Council meetings are streamed live on the City's website and air on Cox Channel 30 and AT&T U-Verse Channel 99. I hope you realize that the Families Forward contract is not coming close to meeting RHNA requirements. Also if you look ahead to future budget proposals the picture is not as rosy. Just keeping it real.

I would love to see the City put this surplus funds into park improvements as prioritized by the Community Services Commission.
