Council will consider LOS OSOS project and updates to some City policies Sept. 10
The City Council on Tuesday, September 10 will consider approving plans related to the first phase of the LOS OSOS project as well as updates to some City policies, among other business.
The business portion of the meeting starts at 6 pm in the Council Chamber at 200 Civic Center.
Council Members will consider approving plans and specifications and authorizing staff to advertise bids for the LOS OSOS project Phase I. At the October 24 meeting, the Council unanimously approved the GO FORWARD plan, and approved proposals for the construction plans and contract documents in December. Phase I will encompass the construction of the parking lot and North Paseo event area including seating areas as well as the addition of a small building for community and food uses and restrooms, a plaza space, shade structures, lighting, landscape and irrigation.
In addition, the Council will consider updates to the City’s Investment Policy, Housing Authority Investment Policy and Community Development Financing Authority Investment Policy.
During the presentation portion of the meeting, the Council will proclaim September as Hunger Action Month. More than 330,000 people in Orange County are food insecure including more than 85,000 children, and the City of Mission Viejo is committed to taking steps to combat hunger in every part of our community and to provide additional resources for those in need.
The Council will also proclaim September as Children’s Emotional Wellness Month to bring attention to the importance of children’s emotional well-being and help lessen mental health challenges later in life.
In the final presentation of the evening, a representative from the Orange County Transportation Authority (OCTA) will provide an update on the I-5 project.

Where is the funding coming…
Where is the funding coming from to support these Vision construction plans?
What will be the financial benefits, a.k.a., the return on investment, to our Citys' treasury? What is the performance measure used to evaluate financial success? Do these plans fit within the CC&R's? There is a jury trial set for August 18, 2025 by property owners to enforce the CC&R's.
What is the status of the City's purchasing property for a performing arts theater? What is the status of the four-story parking garage and a hotel on Casta del Sol Drive? What is the revenue stream that has been identified to fund these projects?
Where is all the money coming from to rebrand Mission Viejo as a sports economy? Have tourists been identified that will consume sports related goods and services?
Council Member Ruesch has said that the pending contract with the Netherlands Olympics “will bring millions of revenue” into the city. Please justify that position with facts and figures.
What are the costs to the City for all of these projects ? These questions cannot be ignored much longer.

You are right, Barbara. Because the public appears to be disengaged, there’s no accountability and it will be the taxpayers who will be held liable for the council’s excessive spending.
Cynthia Vasquez tries to highlight her concerns, but Trish Kelley shuts her down and takes away her floor; and staff seems to be cagey in responses to her questions.
The consultants are capitalizing on the numerous vision plans.
In the end, District One voters will hold Reusch responsible when he runs for reelection
Goodell, Bucknum and Kelly are all termed out, therefore, not worried about consequences. Unless there is a recall effort, this council stay in their seats for another 2 years.

Are there better drawings & illustrations of the proposed development? Not clear as to what buildings will be razed and what will stay.
