Sheriff’s Department Use of Force Policies and Practices

In light of the killing of George Floyd and subsequent swarms of protests around the nation, the Orange County Sheriff’s Department (OCSD) is reassuring the public of its long-standing commitment to professionalism and integrity in its delivery of public service.

In a press release issued Wednesday, the department said it guards against bias, diligently governs how it uses force and holds accountable deputies who betray the public trust.

“Law enforcement must be free from racial discrimination and protect the constitutional rights of each person,” said Sheriff Don Barnes. “I am confident the men and women of my department strive to do so each and every day.  

The department said it immediately suspended use of the carotid control hold and is evaluating its use and effectiveness as a compliance tool. A summary of OCSD’s Use of Force Policies and Practices is available at this link

“The badge is tarnished when a peace officer acts outside of his or her training, violates rights or lets bias cloud judgement,” Sheriff Barnes said in a memo to the department. “Law enforcement depends on the trust of the community. Incidents like this erode the trust of law enforcement across the nation. In Orange County, we will continue our efforts to work with our residents, listen to their concerns and provide services rooted in a commitment to the safety of all we serve.”

As much as this is probably a good step forward, the root cause of these issues is probably the 500 year Colonialism problem, and until we get a Council representing all Nations of this Country to discuss and determine what is just and fair treatment, the American Society will be in real jeopardy. If the IDEAL is that European = Black = Asian = Native American = Latino = Arab then we need to solve the CULTURAL CRISIS we are in by putting such a council together. I respectfully request this idea be forwarded to the federal level. At present, a great deal of our laws represent just how fractured this society actually is and it comes out of the 19th century. Perception is everything. If I tell myself Native American = Latino = White = Black but Blacks are still talking like it is the era of slave trading, and every time I turn on the television, one race is saying they are more important than another, then HOW are we to make any progress toward the objective? I'm tired of watching the pain on the News...I want solutions.

I think if the government got out of the race business altogether would be a place to start. All government forms I've seen always ask for ethnicity. This is the beginning of the systematic separation. Eliminate the question all together. I'm sure it's beginnings were thought to be helpful. Everybody, in my opinion, would be better off if we could just identify as "American". My self, I am a Northern European Mutt. But I do not identify as that, I am an American. Simple.

Policing has always been a thankless job. We send out our officers each night to deal with all the things we silently wish to never witness or experience. Officers risk their lives each day and even more so now. They keep our children safe, our community safe and guard against all who threaten to disrupt our lives. And for their sacrifice I am grateful. Thank you.
