New one-way direction on Oso Creek Lake Loop Trail designed to help patrons maintain social distancing

For the health and safety of the community, the City of Mission Viejo implemented one-way direction along the Oso Creek Lake Loop Trail.

The temporary one-way “clockwise” direction for all bikers, hikers and walkers will be in effect until social distancing guidelines are lifted by state and federal governments.

The move comes amid concerns over a spike in public use and decrease in social distancing, particularly on the Oso Creek Lake Loop Trail along Lake Mission Viejo.  The one-way clockwise direction is designed to help patrons adhere to the COVID-19 social distancing guidelines.

Signage and arrows alerting patrons of the change were installed on April 1.

During this unprecedented time, the City continues to promote COVID-19 health and safety directives while keeping public access available to its open spaces and parks.

The tool provides CDC recommendations on next steps including guidance on social distancing and self-isolating, how to closely monitor symptoms, recommendations on testing and when to contact a medical provider.

County now providing city-by-city COVID-19 counts

The County of Orange is now providing city-by-city coronavirus (COVID-19) counts at https://occovid19.ochealthinfo.com/coronavirus-in-oc. With the virus present in all Orange County communities, six cases were reported in Mission Viejo. While the City data reflects the location of the cases, the numbers DO NOT necessarily reflect where transmission is geographically focused.

Case counts are not reflective of all disease transmission in any given community – including Mission Viejo – because testing is prioritized for people at greatest risk or most sick; asymptomatic and individuals with mild disease may not be reflected due to not being tested.

Because transmission occurs throughout the county, it is important for all residents to practice social distancing as directed by Governor Newsom and the Orange County Health Officer regardless of case count in our city. Stay home; wash your hands often with soap and water; avoid gatherings and contact with people who are sick; stay home if you are sick; and cover your cough or sneeze with a tissue or sleeve.  Doing so will help to reduce the spread of infection, ease the burden on our hospital and healthcare system, and protect those most vulnerable in our community.

Residents can also call the County’s resource hotline at 1-833-426-6411 for inquiries related to novel coronavirus. The City of Mission Viejo continues to provide timely news, information and resources for residents via our dedicated COVID-19 webpage.

Residents urged to follow social distancing and other safeguards while using City trails and parks

With the unprecedented COVID-19 pandemic forcing people to stay home, the City’s multi-use trails and parks have seen a spike in use as residents seek ways to reduce “sheltering fatigue.”

To reduce the spread of the virus and adhere to the State’s directives, the City is reminding residents to practice social distancing and other safeguards when using trails such as the Oso Creek Trail and Oso Creek Lake Walk. Many sidewalks connecting these signature trails are designated Multi-Use Shared Sidewalk Trails. (MUTSS). All trails require observing the following trail etiquette standards:

  1. Ride, walk or run on the right-hand side of the trail when traveling
  2. Pass on the left and politely alert the person in front before passing
  3. Do not cover both ears with headphones.

Pedestrians and bicyclists have the responsibility to respectfully share the space. The City wants to keep its parks and open spaces available to the community during this pandemic; therefore, practicing social distancing and basic etiquette is more important than ever before.  Stay safe and healthy and we hope to see you on the trails!

You can help support local Medical Personnel by making protective masks, gowns

As hospitals and health care facilities run dangerously low on critical supplies, many people are jumping in to help by making protective masks, gowns and other essential items to donate to local hospitals.

JOANN Fabrics and Crafts store in neighboring Laguna Hills is currently serving as a collection point for people making these supplies at home. Folks and local crafting and sewing groups wanting to “make-to-give” to the effort can take advantage of JOANN’s ship-to-home and curbside pickup options, and find tutorials to create the items at joann.com/maketogive. During this pandemic, the City of Mission Viejo is reminding residents to sign up for AlertOC, a mass notification system designed to keep the public informed of emergencies.

Mission Viejo – in 2008 – was one of the first cities to implement AlertOC– a county-wide notification system funded by the County. The system gives us the ability to communicate with residents and businesses about emergencies that may require immediate lifesaving actions.

Through AlertOC, time-sensitive voice messages from the County or City may be sent to your home, cell or business phone. Text messages may also be sent to cell phones, e-mail accounts and hearing-impaired receiving devices. You can register the whole family to ensure everyone stays safe.  To register, click this link or text AlertOC to 888777.

OC Bus route service reduced during COVID-19 pandemic

All OC Bus routes have temporarily shifted to the Sunday service schedule seven days a week, according to the Orange County Transportation Authority (OCTA), citing a necessary move to help protect the health of OCTA employees while providing reliability to riders who are dependent upon the OC Bus service.

The Sunday schedule, which is about 40 percent of the typical amount of weekday bus service, is listed by route on the www.OCBus.com website and in all OCTA bus books.

The OC ACCESS paratransit system for riders with physical or cognitive limitations continues to operate at full-service levels, and the OCTA Station-link buses carrying passengers from Metrolink commuter trains are running as usual.

Metrolink has reduced service due to low ridership from COVID-19. The Laguna Niguel/Mission Viejo station has two lines that are affected; the 600 series (Orange County Line) and 800 (IE-OC Line). Metrolink's temporary service reduction schedule can be found here.

As we reported last week, our MV Shuttle Service was suspended to protect public health and help slow the spread of the virus.

Stay tuned to our dedicated webpage at https://cityofmissionviejo.org/covid-19  for further updates regarding the pandemic’s impacts to our community.

Mission Viejo business epitomizes generosity, community spirit

During good times and bad, our residents and businesses demonstrate kindness, compassion and generosity. Take German and Fabiola Fabregas, for example. While their restaurant the Broken Yolk Cafe on Marguerite is closed, they stepped up and offered to cook breakfast burritos for local firefighters and Sheriff’s deputies on the frontline during this pandemic.

This wonderful outpouring of support for our first responders from German, Fabiola and their staff epitomizes the spirit of this community. The City is grateful to them for serving up food from the heart!

What Mission Viejo residents should know about the State Public Health Order

With the new State Public Health Order issued to slow the spread of COVID-19, here is what you need to know to stay healthy and safe.

The order, available at https://covid19.ca.gov, is a lawful order from the State of California that supersedes the County Public Health Order and requires your compliance. It directs all residents to stay home unless they work in one of the critical infrastructure sectors.  You can still get food, care for a relative and obtain necessary medications.  You should practice social distancing (six feet apart from others), good hygiene, avoid people who are sick and stay home if you’re sick.

Businesses and employees should review the critical infrastructure sectors to determine if they will still operate and at what level. Employees and employers who need financial assistance should visit this link.

Per the order, these essential services remain OPEN:

  • Gas stations
  • Pharmacies
  • Food: grocery stores, farmers markets, food banks, convenience stores, take-out and delivery restaurants
  • Banks
  • Laundromats/laundry service

In general, business that are CLOSED include:

  • In-restaurant dining
  • Bars and nightclubs
  • Entertainment venues
  • Gyms and fitness studios
  • Public events and gatherings
  • (See additional business information at this link)

You can go outside for walks and recreation but not in groups and should avoid play structures and playgrounds.

The goal of all this is to flatten the curve, which reduces the risk of exposure to COVID-19 for everyone. For more information on the State order, visit https://covid19.ca.gov.

County Health officials clarify COVID-19 directive

The Orange County Healthcare Agency issued a revised directive today that supersedes the directive issued yesterday.

Other than closures of bars, movie theaters, gyms and health clubs, businesses can continue to operate while following social distancing protocols (six-foot separation), County officials said today during a press conference. Residents are encouraged to read the County’s latest amended order at this link and contact the health referral line (800-564-8448) with medical questions from 8 am to 8 pm. Non-emergency questions about the Coronavirus (COVID-19) should be directed to the County’s Public Information Hotline at 714-628-7085.

Along with the County’s clarification, local water districts are reassuring residents that our drinking water remains safe and available 24 hours a day, seven days a week. COVID-19 has no impact on the quality or supply of our tap water.  Water districts are also asking residents to refrain from flushing disposable wipes or paper towels down the toilet. Doing so can affect individual property owners with unwanted plumbing bills and damage – and impact the sewage infrastructure.

City of Mission Viejo administrators continue to attend all COVID-19 County briefings, and the City is following recommendations of the Orange County Healthcare Agency and Centers for Disease Control and Prevention (CDC).  The City continues to provide updates via this special COVID-19 news page and social media sites (FacebookInstagramTwitterNextdoor).

Mission Viejo following County Health Officer's order by closing facilities but maintaining essential City services

In an effort to help slow the spread of COVID-19, the City of Mission Viejo has been systematically closing its facilities to the public while continuing essential services to the community. As of this evening, all City facilities are closed to the public.

The City’s actions conform to today’s order by Orange County Health Officer Dr. Nichole Quick that prohibits gatherings of any size in the county; eliminates dining-in at restaurants, and strongly encourages people 65+ and those with underlying health conditions to stay home.

To protect the health and well-being of Mission Viejo residents, effective 6 pm March 17, the City has closed City Hall, its recreational, fitness and tennis center facilities and Mission Viejo Animal Services Center to the public through March 31. This follows the closures of the Mission Viejo Library, Norman P. Murray Community and Senior Center and Potocki Center for the Arts.

Police, fire and other essential City services are unaffected by the closure, and City staff will remain available via email and telephone.

Please be aware of the following:

  • Mission Viejo Animal Services Center: We are committed to providing the best possible service for the five cities it covers during this difficult time. Dedicated staff will continue to care for the animals, and animal services officers will continue to patrol the communities and respond to stray animals and public safety functions.  Contact the center via animalinfo@cityofmissionviejo.org or by phone (949-470-3045) during normal business hours for assistance. Use this link for additional information on the shelter closure.

  • Mission Viejo’s Planning and Building Counter: All services requiring in-person visits or public counter assistance will be handled by phone, email and in certain circumstances in-person (appointment only).  A pick-up and drop-off service will be available for building plans.  Inspections and code enforcement will continue to operate with appropriate precautions, except for inspections of occupied and interior spaces, which will be suspended.  Contact staff for information by emailing cd@cityofmissionviejo.org.

  • Public Works: Staff will continue to process encroachment and transportation permits as well as grading permits.  Application forms are available at cityofmissionviejo.org and submitted electronically.  Physical plan/document drop-off and pick-up receptacles will be available in the outer lobby of City Hall.  For more information, contact publicworks@cityofmissionviejo.org or call 949-470-3056.

MV Shuttle service suspended until further notice

In an effort to protect public health and slow the rate of transmission of COVID-19, the City of Mission Viejo is suspending service of its MV Shuttle until further notice.  The City launched the free shuttle service in 2016 to provide residents with a transportation alternative.

Delaying the service is in line with the state health department’s new directives for social distancing and follows the City’s closure of the Mission Viejo Library and Norman P. Murray Center as well as the cancelation or postponement of all non-essential events, programs, classes, permits and meetings held at City facilities.

Mission Viejo Library closing Monday, March 16; however, many services will still be available

Beginning at 6 pm on Monday, March 16, the Mission Viejo Library will be closed to the public until at least March 31. We continue to monitor guidance from the state and Orange County Health Care Agency and have been following recommendations closely. Last week, we canceled all our events, programs and meetings and suspended walk-in passport operations. We also closed our Friends of the Library Bookstore and volunteer-supported genealogy services. We removed about half the seating and shut off half the computers in the Library to allow for increased social distancing within the facility.

However, we clearly see the difficulty of maintaining social distance – even in a large public facility. For the past few days, the Library has been busier than usual, and while we understand the desire to stock up on materials or find a place outside the house to study, we must help our local community “flatten the curve” of the pandemic, protect our vulnerable populations and ensure our health care agencies have the capacity to meet demand.

Rest assured you will not accrue fines or lose holds due to the closureWe will extend all due dates until the Library reopens.

Staff will answer questions by phone or email as well as help locate materials and place holds. We have many online resources to assist with your research and entertainment needs while we are closed – simply by using your Library card:

Please call or email us with any questions or assistance needed with Library services at 949-830-7100 or libreference@cityofmissionviejo.org. We look forward to returning to regular business as soon as possible. In the meantime, we are working “creatively” to serve the needs of our community during this challenging time.

A Message from Mayor Goodell Regarding the City's Declaration of a State of Emergency, Facility Closures Due to COVID-19

To our Mission Viejo family:

On behalf of my City Council colleagues and the City of Mission Viejo, I want to assure you that your community is as safe, secure and protected as possible during this challenging time of COVID-19. This infection is being more fully understood every day, and more specific preventative measures are being formulated daily. Until we understand the full picture of the disease and the best responses to it, we must follow the broad preventative measures as directed by the President, Congress, our Governor and Legislature, County Board of Supervisors and Chief medical officers at all levels.

We’ve had to make the extremely difficult decisions to cancel beloved and important community events. These hard choices are made out of an abundance of caution to protect you, our Mission Viejo family.

We also want you to know that the City has an extremely organized Emergency Operations Center, staffed with well-trained professionals. Led by the City Manager, his team monitors all levels of government and medical officers to maintain the City at the most current and highest of response levels. While our City was already covered by the County of Orange Board of Supervisors declaration of a local State of Emergency, I and my Council colleagues have jointly reviewed the totality of the circumstances and concluded that a City declaration of a State of Emergency is in order. This will aid in our ability to tap into outside resources and ease the process to receive any possible Federal reimbursement for costs incurred.

As we move forward, we will be closing certain public facilities under a prudent, thoughtful, and protective course of action. As of today, the Potocki Center for the Arts and Norman P. Murray Community and Senior Center are closed at least to the end of March. Essential services offered by the community center, such as senior nutrition programs, will continue albeit in a different form as we follow health directives to limit gatherings and maintain social distancing. We will also be curtailing and limiting public participation at other sites and may announce additional closures as conditions dictate.

We ask that you all help us by following the guidelines, rules and recommendations that the City, County, State and Federal governments issue – these are the best directives to keep you safe and to limit the impacts of COVID-19.

Some of the actions my City Council colleagues and I and our City Manager-led Executive team have found necessary or advisable to undertake are outlined in this latest news update. While the COVID-19 virus health emergency is extremely fluid, we will continue to provide you with timely information.

We thank you for your trust in our efforts to protect our Mission Viejo community and know that you will continue to assist us in these efforts to keep our residents’ quality of life the best it can be.

Respectfully,
Mayor Brian Goodell

COVID-19 Information and Status of City Facilities

The City of Mission Viejo places the health and well-being of its residents, visitors and businesses as its top priority. That is why, considering directives by Governor Gavin Newsom, the California Department of Public Health and Orange County Health Care Agency, the City is proceeding with several cancelations, postponements and closures to help slow the spread of COVID-19 (coronavirus). These actions are especially targeted to protecting people who are at higher risk for severe illness from COVID-19.

PLEASE NOTE THE FOLLOWING:

Norman P. Murray Community and Senior Center
The Community Center will be closed this weekend, and all non-essential programs and classes through the end of March have been canceled or postponed.  The facility will be closed to the public unless you have an existing appointment for tax services or participate in the nutrition programs. Agewell Senior Services will provide meals for older adults enrolled in the program to pick up and take home. The frequency of home-delivered meals will be reduced, but participants will receive more meals with each delivery.  Please contact the Murray Center if you have specific program questions at 949-470-3062.

Recreation Centers
We have canceled or postponed most classes and programs at the Recreation Centers including:

  • Babysitting at the Montanoso Recreation Center
  • All group fitness classes at Montanoso and Sierra Recreation Centers including yoga, Jazzercise, Pilates, barre, spin, circuit training, boot camps, RIPPED, Zumba and aqua aerobics
  • TRX sessions
  • All tennis and pickleball clinics at the tennis centers

The Montanoso and Sierra Recreation Centers and the Marguerite and Felipe Tennis Centers will remain open for individual use, lessons and personal training until further notice.

Library
The Mission Viejo Library is open with limited operations, and staff is developing plans in case further direction leads to closure. All library programs, events and meetings have been canceled through the end of March, and the Friends of the Library bookstore will be closed during that time as well.

Passport service has been suspended; however, existing appointments will be honored.

Library patrons are encouraged to take advantage of services that are remotely available – including downloadable books, audio books and magazines available from the library website. The library also has a number of online research resources as well as free online tutoring for all ages available at here. Staff is ready to assist with questions via phone at 949-830-7100 or email libreference@cityofmissionviejo.org.

If you have holds that are likely to come in soon, you can suspend them until you are ready to visit the library again. This feature is accessed under the “My Account” tab in the library catalog or you can call, and a staff member will assist you with this over the phone.

Potocki Center for the Arts
The Center for the Arts is closed until further notice, and all classes have been canceled or postponed.

Mission Viejo Animal Services Center
Animal Services operations for the cities of Mission Viejo, Aliso Viejo, Laguna Hills, Laguna Niguel and Rancho Santa Margarita have not changed at this time.

Mission Viejo City Hall
City Hall is open at the present time (Monday through Friday, 8 am to 5 pm); however, we encourage residents to seek City services online or by telephone whenever possible. Visit the City directory for a list of phone numbers and email addresses.

City Council and Commission meetings
The City Council will remain on their current schedule at the present time however, we encourage residents to view the Tuesday, March 24 City Council meeting at home on Cox Channel 30 or AT&T Channel 99 or stream the meeting live from a computer. Comments on any agenda item can be submitted electronically to the City Clerk at cityclerk@cityofmissionviejo.org. The March 17 Community Services Commission Meeting has been cancelled.

The City of Mission Viejo is implementing these actions due to the advice of health agencies. Timely implementation of aggressive strategies that create social distance has proven effective in prior pandemics at delaying rates of transmission and reducing illness and death. Smaller gatherings held in venues that do not allow social distancing of six feet per person should be postponed or canceled. Gatherings of individuals who are at higher risk for severe illness from COVID-19 should be limited to no more than 10 people.

At this time, all questions regarding Coronavirus should be directed to the Orange County Health Care Agency (HCA).  HCA has established a Health Referral Line and is taking questions from the public at 800-564-8558, Monday through Friday from 8 am to 5 pm.  Additional information can be found at  www.ocgov.com/gov/health.

The situation with COVID-19 is evolving, and the City will continue to monitor the situation and make adjustments accordingly. To stay up to date on any additional news regarding City operations or facilities, you are advised to monitor our City’s social media (FacebookInstagramTwitterNextdoor) and news page. For questions, contact 949-470-3033.

City of Mission Viejo canceling or postponing upcoming public events

In light of the latest directives from the California Department of Public Health to protect public health and slow the rate of transmission of COVID-19, the City of Mission Viejo is canceling or postponing several upcoming events.

The state department’s new directives call for canceling or postponing – for at least the remainder of March – all large gatherings that include 250 people such as concerts, conferences, and professional, college and school sporting events. The recommendations also include postponing or canceling smaller gatherings held in venues like crowded auditoriums, rooms or other venues that do not allow social distancing of six feet per person.

Therefore, the City of Mission Viejo is canceling or postponing all events that fall within the directives including the Irish Festival; South Orange County Open Track and Field Meet; Lord of the Strings; Bee's Knees Speakeasy & Swing Dance; Wine Tasting & Music; Film of Character; Junior Olympics at our Aquatics Complex; Mission Viejo Library Comic Fest; and all other non-essential events and activities at City facilities at the discretion of City administrators.

According to the Department of Public Health, the timely implementation of aggressive strategies that create social distance and those that reduce close contact of people not regularly together, including limiting gatherings, has proven effective in prior pandemics at delaying rates of transmission and reducing illness and death.

City administrators attend all COVID-19 county briefings, and the City is following recommendations of the Orange County Healthcare Agency and Centers for Disease Control and Prevention (CDC). The OCHCA posts the latest information on the county website at this link.

The City will continue to relay information from the county via our eNewsletter, social media sites (FacebookInstagramTwitterNextdoor) and news page.

Take precautions to prevent Novel Coronavirus Disease

The second and third Orange County cases of 2019 Novel Coronavirus Disease (COVID-19) were identified this week as presumptive positives, according to the Orange County Health Care Agency. Both cases had a history of recent international travel to a country with known local spread of COVID-19. The Orange County Health Care Agency is identifying and contacting any community exposures to these cases.

For a medical emergency like COVID-19, the Health Care Agency serves as the lead agency. City staff members have attended all OC COVID-19 briefings, and the City is following recommendations of the Orange County Healthcare Agency and Centers for Disease Control and Prevention (CDC).  The City will continue to relay information from the county via our eNewsletter, social media sites (FacebookInstagramTwitterNextdoor) and news page.

While the Health Care Agency acknowledges the "situation is rapidly evolving," officials still believe the risk to the general public remains low.

As a reminder to prevent this and other illnesses, wash your hands often with soap and water; avoid close contact with people who are sick; stay home if you are sick; and cover your cough or sneeze with a tissue or sleeve.
