Nuisance Animal Complaint

Residents of Mission Viejo, Aliso Viejo, Laguna Hills, Laguna Niguel, and Rancho Santa Margarita may file a Nuisance Complaint against a barking dog or squawking bird. 

The following is considered to be a "Nuisance Animal":

  • "No responsible person shall allow, upon any premises owned, occupied, or controlled by such a person, any animal to cause a nuisance by barking, howling, crying, or making other sounds that unreasonably disturb other persons in the comfortable enjoyment of their life or property.
  • A dog shall not be deemed a nuisance if, at any time the dog is making noise, a person is trespassing or threatening to trespass upon the private property where the dog is situated, or when the dog is being teased or provoked."

This form is to be used only for initial barking complaints. The animal owner's address is required. Once the form is submitted, a letter will be mailed to the responsible party. The responsible party is given ten (10) days to resolve the problem. If the problem persists after this ten-day period, the complainant must contact our office by phone at (949) 470-3045 to file a second complaint. Follow up complaints must be made within thirty (30) days of the previous complaint or the nuisance procedures will expire and start over.
